Is there a way to safely add a new user group? I want to add a user group for banned members.

Yes there is, go to your ACP > Change Users > Manage usergroups and Permissions > Create a New Usergroup.

Oh ok, DUH I forgot how to do it. I remembered there was a way before but couldn't for the life of me remember.
