Willing to pay: Need someone to set up site

So I've tried multiple times to understand PHP and coding and data bases, but it just doesn't come to me.
So if you're interested in setting up a set for me, I'd be willing to pay, and it's your choice what the amount is, and I'll see from there.
The only thing you have to do is set up the site in the database and set up a domain name for it so I can access it.

If you can set up everything this says to, then that's what I need done, and yes, I'm such a bumble that I'd be willing to pay for someone to do that for me since I just can't at the moment.

It shouldn't be coding features, basically setting up the site into the server and stuff, that confuses me.
