I don't know if this has been suggested yet but here it is.

i fed my pets from my account on firefox
then i was testing if the links work (on my website) and was clicking them on another browser (internet explorer) both the webpage, and the browsers are on my computer, which means that there can be multiple clicks that are from the same computer... i would heavily sugest adding a feature that checks IP address...

I looked around on the script and still have no idea how this could be done :( plus I think that other users would like to have this as well.

In the current version it allows a max of two clicks per IP in theory. One click from the user when they are not logged in and one if they are logged in.

The new version will tighten this even more, however there will always be a way to get two clicks rather than just one on a given adoptable because of how IPs are tracked. It has to have this leniency so that users with shared IP addresses, such as families in the same home and countries that all share one IP such as Turkey are not continuously blocked and checking for IPs without allowing a bypass of a user having their own account would defeat this.
