Well thats not really an excuse, thsoe who refuse to upgrade 'cause there is this thing called 'Inertia' in real life. PHP 5.3 is compatible with almost all up-to-date scripts, most webhosts do offer PHP 5.3 at this point.

Just to point out, 99webs is running PHP 5.3.8. As a free host we do take longer to update but it happens eventually.

Oh so Nemesis is having PHP 5.3.8? I see, you do need at least PHP 5.3.9 to get by certain constraints though. PHP 5.3.8 has a glitch with abstract method inheritance.
