Adopting: Access Denied?

Okay, new problem. Everything has moved over great, but now anyone (except an admin) who tries to adopt gets this message:

You do not meet the necessary requirements to adopt this adoptable. Adoption denied!

Huh? It's set to everyone..... Help please?
