Promocodes can be claimed more than 1 time.
 

I have a promocode set for people who participate in beta. The issue here is that no matter how many times I claim the promocode, it continues. I'd like it to be so it can only be used one by each member

Well this cant be helped with public promocode. If you want it to be used once by each member you need to create private promocode for each individual user and set its availability quantity to be 1.
