Shewt is a 1-staged adoptable, meaning he will always remain at stage 0 because he has nothing to evolve into. Basically it just states what stage the current pet is.
The second one is how many more times someone needs to click it for it to evolve for the next stage. Since Shewt has no more stages no matter how many click he get's he won't evolve, thus the 0 :3
