Okay another question for you folks

Okay take a look at the attachment 'capture' to see what I'm talking about.
I want to take the highlighted area and move it up to where the x is /without/ breaking my site (again xD).

I tried a few times and I'm not quite sure what I'm doing wrong here. So what I am asking is if someone can tell me which part of the code (from line ### to ###) controls that part, and where I need to put it (line ###) in order to accomplish that. Edit: I thought I should mention that the area is the sidebar from the functions.php file in the functions folder.

Oh and while we're on the subject of code edits. My ToS goes all the way to the edge of the table. Is there a way I can make it not do that so that it looks nicer? Attachment 'capture2' should show you what I'm talking about in case I'm not being clear enough xD.

Whoops sorry ^^;; I didn't realize I had it in the wrong forum. I guess I was just so tired when I posted the question (long busy day offline) that I didn't notice this one. I'll try to do better in the future for this.
