I think the last alt form also takes the chance into consideration. If you set the chance to be 1, it will only be selected 1 out of 100 times. I dont quite understand the problem you are having though. Does the new alt form get selected even if the last alt form is not the specified ID? If so, its a bug and I need to fix. But if the new alt form isnt selected even if you have set the last alt form, then it is normal assuming you have set chance to be less than 100.
