CHMOD means to set permissions for the file or folder. Permissions mean who can write, read, (doh help.. brain fart on the 3rd :P) Anyways, once you uplaod the files via FTP.. click on the file/folder & go to permissions.. then you can set them to the right CHMOD number as specified.
