Help create this theme?

Please help create this theme, I'm really trying to sprout a good site, and I'd appreciate if you'd help me :D

It's a theme/layout if you want to call it.. it's more like a layout. So if you can help me with the layout, I'd be happy. Here's the base if you could please go off of it ;)
